This card would be a great addition to a spell-heavy Bilgewater deck focused on buffing allies and overwhelming opponents with elusive units. While Fleet Admiral Shelly's ability to grant other allies +1|+1 can be powerful, there are better cards like Citrus Courier that provide more immediate impact and value. However, if the deck is built around maximizing spell usage, Fleet Admiral Shelly could definitely see play and help create strong board presence and pressure.
