About Weapon Rack
Weapon Rack, Artifact, designed by Joe Slucher first released in Oct, 2019 in the set Throne of Eldraine and was printed exactly in 3 different ways.
A deck that focuses on +1/+1 counters and creature synergy, such as a white-green or white-black counters deck in Magic: the Gathering, would benefit from including Weapon Rack. However, there are better cards like Hardened Scales or Winding Constrictor that provide more efficient ways to distribute +1/+1 counters. While Weapon Rack may not be a top-tier card, it could still see play in casual or budget decks looking to explore different strategies involving +1/+1 counters.

If Weapon Rack has left the battlefield or has no +1/+1 counters on it by the time its activated ability resolves, you won’t put a +1/+1 counter on the target creature. If the creature becomes an illegal target or can’t have a +1/+1 counter put onto it for some other reason, you won’t remove a +1/+1 counter from Weapon Rack.

The +1/+1 counters on Weapon Rack won’t affect it unless it somehow becomes a creature.
