Web Up could be beneficial in a white control deck, utilizing its ability to temporarily exile an opponent's nonland permanent as a form of removal. However, there are more versatile removal options like Swords to Plowshares and Path to Exile that are more efficient and widely used in competitive play, so Web Up may not see much play in higher level decks.
