Core Reaction would fit best in a Wizard deck that plays heavily at instant speed and aims to stack delayed arcane damage for a big combo turn—most realistically Kano, who can play it on the opponent’s turn and then convert the guaranteed 4 arcane damage at the start of his action phase into pressure alongside other spells and arcane amplification effects like Aether Wildfire. However, at a cost of 2 for a delayed 4 arcane, it is generally less efficient than staples such as Scalding Rain (4 arcane immediately for 2), Aether Icevein (3 with disruption and fusion upside), or Forked Lightning (split damage with potential scaling), all of which provide faster or more flexible pressure. Because it is slow, telegraphed, and doesn’t scale on its own, Core Reaction would likely be fringe at best and only see play in a niche combo-oriented Wizard build rather than as a competitive staple.
