Star Shepherd would be a great addition to a Targon deck focused on healing and buffing allies, such as a Soraka/Tahm Kench deck. While it can provide a significant power boost when healing damaged allies, there are potentially better cards like Broadbacked Protector or Star Spring that offer more consistent value in healing-based strategies. However, Star Shepherd could still see play in specific decks looking to capitalize on burst damage potential.
