This card, Ebb, would be beneficial in a control-oriented Bilgewater deck that focuses on chip damage and resource management. While Ebb provides versatility with its ability to target either an enemy unit or the Nexus, there are potentially better options like Make it Rain or Warning Shot that offer more consistent damage output or utility. However, Ebb could still see play in decks looking for additional ways to generate resources and apply pressure on the opponent.
