Cithria, Lady of Clouds is a powerful card that would greatly benefit a deck focused on buffing and empowering allies, such as a Demacia midrange or control deck. While Cithria's effect of doubling other allies' Power and Health and granting them Challenger is strong, it can be situational and vulnerable to removal. Other cards like Brightsteel Formation or Unyielding Spirit may offer more consistent and impactful effects for a similar cost, but Cithria can still be a strong addition to decks looking to create a powerful board presence and control the battlefield.
