This card, Sai Scout, would benefit a Shurima control or midrange deck that focuses on predicting and utilizing landmarks for their effects. While Sai Scout can provide Elusive if a landmark is predicted, there are other cards like Emperor's Dais or Baccai Sandspinner that offer more consistent value in a Shurima deck.
