A deck that focuses on sacrificing creatures or tokens for value, such as a red aggro or sacrifice deck, would benefit from including Conscripted Infantry due to its ability to create additional tokens upon dying. There are certainly more powerful options in Magic: The Gathering that offer greater utility or impact, such as Goblin Chainwhirler or Young Pyromancer, which see more play in competitive formats. However, Conscripted Infantry could be a fun and flavorful inclusion in casual decks or themed soldier tribal decks.
