While it may not be the most competitive option due to its high cost, there are better alternatives like Chempunk Pickpocket or Sump Dredger that offer more immediate value or card advantage. However, if the deck is built around creating synergy with the Illegal Contraption token, Unlicensed Innovation could see play in a more casual or themed deck.
